1. Introduction and Background

Connectus Health is a Federally Qualified Health Center (FQHC) dedicated to providing comprehensive, affordable healthcare services to medically underserved communities. To expand our services and address increasing community needs, we intend to undertake a capital project to develop a new or expanded healthcare facility. We seek qualified consulting firms to provide comprehensive project management services that will support all phases of this critical capital initiative.

2. Scope of Services

The selected consulting firm will provide end-to-end project management services, including but not limited to:

  • 2.1 Site Search and Due Diligence

    • Identify and evaluate potential sites suitable for a healthcare facility.

    • Conduct thorough due diligence including environmental assessments, geotechnical investigations, and risk analysis.

    • Prepare site evaluation reports summarizing findings, potential risks, and mitigation strategies.

  • 2.2 Zoning and Feasibility Analysis

    • Analyze zoning regulations, land use restrictions, and required approvals.

    • Assess site feasibility in relation to healthcare service delivery needs and FQHC compliance requirements.

    • Support preparation and submission of zoning variance applications if necessary.

  • 2.3 Building Design Coordination

    • Coordinate with architects and design teams to develop a facility design aligned with clinical, operational, and community requirements.

    • Ensure that design plans meet FQHC facility standards, accessibility requirements, and applicable healthcare codes.

    • Facilitate design review meetings and incorporate feedback from clinical and administrative stakeholders.

  • 2.4 Budget Development and Funding Strategy

    • Develop comprehensive project budgets, including hard and soft costs.

    • Identify and evaluate potential funding opportunities such as HRSA capital grants, New Markets Tax Credits, philanthropy, and local or state funding sources.

    • Provide assistance in grant application preparation and fundraising strategy development.

  • 2.5 Regulatory and Permitting Oversight

    • Oversee all permitting processes and ensure compliance with federal, state, and local regulations.

    • Coordinate inspections and approvals from health departments, building authorities, and other relevant agencies.

    • Maintain documentation and reporting in line with FQHC capital development standards.

  • 2.6 Community Engagement

    • Develop and implement a robust community outreach and engagement strategy to involve patients, staff, and local stakeholders throughout planning and construction.

    • Facilitate community meetings, listening sessions, and feedback surveys.

    • Incorporate community feedback into facility planning and design wherever possible.

3. Proposal Requirements

Interested firms are invited to submit a proposal including the following components:

  • Cover Letter introducing the firm and summarizing qualifications relevant to FQHC healthcare capital projects.

  • Company Overview describing organizational background, mission, and relevant experience.

  • Detailed Work Plan and Approach outlining methodology for each service area specified in Section 2.

  • Project Team identifying key personnel and their experience with similar healthcare or FQHC projects (include resumes/CVs).

  • Past Performance and References listing similar completed projects, with contact information for references.

  • Proposed Timeline indicating anticipated milestones and overall project schedule.

  • Fee Proposal providing detailed cost breakdown, including fee structure, reimbursable expenses, and payment schedule.

  • Legal and Insurance Information including proof of professional liability insurance and any required licenses or certifications.

4. Evaluation Criteria

  • Demonstrated experience with FQHC healthcare facility projects.

  • Qualifications and expertise of proposed project team.

  • Understanding of scope and approach to community-centered development.

  • Quality and feasibility of proposed work plan and timeline.

  • Cost effectiveness and overall value.

  • Commitment to inclusive community engagement and cultural competence.

5. Submission Instructions

  • Submission Deadline: July 18, 2025

  • Method of Submission: Email submission to suzanne.hurley@connectus.org.

    Responses to submitted questions will be shared with all applicants by July 9, 2025.

    All proposals must be submitted by the deadline to be considered.

6. Terms & Conditions

  • Connectus Health reserves the right to accept or reject any or all proposals, to waive minor irregularities, and to select the proposal deemed most advantageous.

  • All costs incurred in responding to this RFP are the responsibility of the submitting firm.

  • Final award and contract execution are subject to organizational and board approval.
